Digital Compliance Portal: Step-by-Step Guide

IMPORTANT: All Bulk Waste Generators (BWGs) must complete their registration on the Central SWM Portal by April 30, 2026. Failure to register attracts a flat penalty of ₹10,000.

1. Registration Phase (One-Time)

Before you can log your daily waste, you must create your entity profile. This links your society/business to the National Green Tribunal (NGT) monitoring grid.

Prerequisites:

  • Society/Company PAN Card
  • GST Certificate (if applicable)
  • Authorization Letter from the RWA President (for Societies)
  • Electricity Bill (Address Proof)

Step-by-Step Registration

  1. Go to the official URL: SBM-Urban Central Portal (or your State PCB Portal).
  2. Click on **"New Registration"** and select User Type: **"Bulk Waste Generator"**.
  3. Enter your **Entity PAN**. The system will auto-fetch your Trade Name.
  4. Geo-Tagging: You will be asked to pin your location on the map. Accuracy is crucial—inspectors use this to find your gate.
  5. Upload your **"Waste Management Plan"** (PDF).
  6. Submit and wait for OTP verification on the registered mobile number.

2. Daily Waste Logging (Mandatory)

Under SWM 2026 rules, you must log your "Waste Balance" every day before 11:00 AM. This data feeds into the municipal dashboard.

Common Error:

  • If //Processed + Handed Over < Total Generated//, the system will flag your entity for "Illegal Dumping."

3. Annual Report Filing (Form V)

The **Annual Report (Form V)** is your statutory declaration to the Pollution Control Board. It is due every year on **June 30th**.

Checklist for Form V

  • Aggregated Data: Total waste generated from April 1 to March 31.
  • Vendor Manifests: You must upload the "Certificate of Recycling" provided by your authorized vendor.
  • Reject Rate: If you sent >15% of your waste to the landfill, you must provide a "Justification Report."

How to Submit

  1. Log in to the Portal and go to **"Compliance > Annual Returns"**.
  2. Select **"Form V (Rule 24)"**.
  3. The system will pre-fill data based on your 365 daily logs. Verify this carefully.
  4. If the numbers match your physical records, click **"E-Sign"**.
  5. Download the **"Acknowledgement Receipt"** and display it on your Notice Board.

4. Troubleshooting & Support

Portal Crashes during upload Try uploading files smaller than 2MB. Use Firefox or Chrome.
"Vendor Not Found" error Your vendor's license may have expired. Check the Vendor Directory.
Wrong Data Entry You can edit a "Daily Log" only within 24 hours. After that, you must file a "Correction Request" with the Zonal Officer.
